Abstract

All sectors, from micro, medium and small enterprises (MSMEs) to the tourism industry have been affected by the COVID-19 outbreak. Creating micro-scale policies that promote rapid local economic recovery is the primary responsibility of local governments. East Java to continue to be aware of potential threats from the impact of the COVID-19 pandemic, even though the province is described as having good financial system stability in the fourth quarter of October-December 2020. Khofifah Indar Parawansa understands this problem by realizing the "Jatim Bagkit" campaign This online and offline campaign aims to support the activities of MSMEs and the tourism industry during the pandemic. This study uses a qualitative methodology under a descriptive paradigm. This study attempts to describe the implementation of the entire series of "East Java Rise" campaign programs. Based on these findings, many agencies, including the East Java Office of Cooperatives and SMEs, East Java Public Relations, and the East Java Culture and Tourism Office, as well as the East Java Governor's personal Instagram account, are using Instagram content to promote the "Jatim Bangkit" Campaign. This internet effort has also been successful at generating conversation and receiving supportive feedback from the general public. In addition, the "Jatim Bangkit" Campaign was socialized as part of the Rise Tourism program which was carried out offline through the Gowesata event. This campaign is in the form of a bicycle race event from Malang to Bali with the aim of promoting tourism in the destination area.

Abstract

This article aims to describe and analyze the service quality of the M-PASPOR application at the Class I Immigration Office TPI Jember. M-PASPOR was launched in an effort to improve the quality of passport application services, which were previously done manually. This application can be accessed anywhere and anytime by the public to apply for a new passport or change of passport. The service quality measurement method uses the Egovqual theory with four quality dimensions (efficiency, trust, reliability, and citizen support). This study uses a descriptive quantitative approach. Sampling in this study used an accidental sampling technique and obtained a total of 97 samples. The sample identification criteria are people who have used the M-PASPOR application. The data collection technique used in this study was the distribution of questionnaires. Validity and reliability testing were used in this study using SPSS 25. The analysis of the data used in the study is the GAP calculation by assessing the difference in perceptions and expectations of the community using the M-PASPOR application, followed by Importance Performance Analysis (IPA). Based on the results of the gap analysis, the service quality of the M-PASPOR application is in the not good category with a total score of -0.335. Based on the results of the IPA, there are several items that fall into categories that require improvement. These items are regarding form filling instructions, electronic media to access M-PASPOR, information in the M-PASPOR application, timeliness of service through M-PASPOR, speed of accessing applications, and username and password security in the M-PASPOR application.

Abstract

Transparency in Village Fund management is a critical issue today. By providing information that is true, full, adequate, and simple to grasp, transparency makes sure that the public has access to information about village funding and fosters confidence between the community and the administration. This research aims to develop dimensions to improve transparency in managing Village Funds. The rise of acts of corruption committed by village government officials in Indonesia has affected the level of public trust in the government. one of the efforts so that the level of public trust in the government does not decrease is throughTransparency in the management of Village Funds. The goal of this study is to create elements that will improve the administration of village funds in terms of transparency.Descriptive qualitative research is used in this study. Observation, interviews, and documentation were the data gathering techniques used in this study. The results of this study indicate that the dimensions that can build transparency in the management of village funds are: 1) regulatory guarantees that support transparency, 2) Transparency of the Village Financial Management Process through Deliberations and Public Communication 3) Accessibility and Media that Ensure Completeness and Clarity of Information and Budget Documents

Abstract

Sebagai negara yang masuk kategori berkembang, jumlah penduduk miskin di Indonesia masih terbilang tinggi. Penduduk miskin di Indonesia juga terdiri dari perempuan. Perempuan miskin di Indonesia memiliki kerentanan terhadap berbagai persoalan ekonomi. Penelitian ini dilakukan untuk mengungkap dan menganalisis, bagaimana para perempuan di Indonesia yang berada di dalam kondisi miskin melakukan peran berlebih. Analisis dilakukan dengan menggunakan teori peran. Penelitian ini menggunakan metode kualitatif. Pengumpulan data dilakukan melalui wawancara mendalam dengan berbagai informan. Selain itu dilakukan juga pengamatan langsung terhadap kegiatan membatik yang dilakukan perempuan di beberapa wilayah di Indonesia. Penelusuran dokumen juga dilakukan terhadap data dan sumber yang relevan. Hasil penelitian menunjukkan bahwa perempuan pembatik di Indonesia yang dalam kondisi miskin berusaha memperbaiki kualitas hidup dengan peran berlebih. Mereka tidak hanya menjadi ibu rumah tangga, tapi juga bekerja mencari nafkah dengan bekerja pada beberapa bidang seperti menjadi petani dan menjadi membatik. Pendapatan dari dua atau tiga pekerjaan belum menjadikan perempuan di Indonesia keluar dari kemiskinan. Salah satu faktor yang menjadi penyebabnya adalah pendapatan dari membatik terbilang rendah, belum mencapai taraf layak. Pendapatan yang masih rendah dan belum layak yang diperoleh perempuan tersebut, tidak hanya digunakan untuk memenuhi kebutuhan diri sendiri, namun juga untuk kebutuhan keluarga termasuk suami dan anak. Sehingga perempuan tetap berada dalam kondisi miskin.

Abstract

The service program policy through the SMART SOTO application is one of the programs initiated by the East Java Regional Police with several Polres ranks, one of which is the Lamongan Police which aims to improve the quality of police services at the Lamongan Police, one of which is the SIM service. The background to the launch of the SMART SOTO Lamongan application was the desire to provide the best service to the community and also to minimize cases of illegal levies during SIM services. The aims of this study were to describe and analyze data: 1) The performance of the SMART SOTO program's policies in improving the quality of police services to the people of Lamongan district and 2) What factors supported and hindered the implementation of the SMART SOTO program in Lamongan District. This study uses evaluation indicators from Willim N. Dunn. This study uses data collection techniques based on interviews, documentation and observation. The results of this study show that the SMART SOTO program, especially SIM services, has demonstrated timeliness, service users, especially young people, are very high, but those aged 30-40 and above are still lacking. In addition, this program is supported by several agencies in Lamongan Regency. The benefits have been felt by the people of Lamongan Regency, this program has been socialized in various crowded places such as the Alun-alun and several sub-districts as well as outreach via Facebook. The SMART SOTO program has shown satisfaction. The SMART SOTO program has become the best choice for the people of Lamongan Regency. Suggestions from researchers should socialization be carried out per village or sub-district so that it reaches more people, the application is only available for the Android version, so it is better if it is upgraded with another version such as iOS, it is necessary to schedule an update for the SMART SOTO application.

Abstract

Penelitian ini bertujuan untuk mendiskripsikan dampak kebijakan pemindahan ke Rumah Susun Sewa Sederhana (Rusunawa) pada warga Tepi Sungai Jagir Wonokromo, Surabaya. Penelitian ini adalah peneltian kualitatif. Kriteria yang digunaan terdiri dari beberapa dampak yaitu : individual (aspek sosial, aspek ekonomi, aspek psikologis, aspek fisik), organisasional, masyarakat, dan kelembagaan atau sistem sosial. Hasil penelitian ini dinyatakan bahwa dampak sosial, dampak psikologis dan dampak fisik baik, namun dampak ekonomi kurang baik. Organisasi masyarakat menjadi lebih kuat sehingga mampu untuk mencapai tujuan hidup. Terjadi relasi yang baik sehingga melahirkan kerjasama, saling membantu dan saling peduli untuk mengatasi persoalan dan tantangan yang ada. Warga memiliki sistim sosial yang terus berjalan dengan lebih produktif, lebih positif dan berkelanjutan. Penelitian ini merekomendasikan supaya Rusunawa Wonorejo lebih dilengkapi dengan fasilitas yang dapat menunjang peningkatan pendapatan ekonomi, dilakukan upaya peningkaan kualitas dan kuantititas sarana prasarana, serta monitoring dan evaluasi secara berkala untuk meningkatkan kualitas pelayanan, keberadaan penghuni dan kondisi Rusunawa.

Abstract

Partisipasi masyarakat mengacu pada praktik yang melibatkan penduduk setempat dalam semua tahap pembangunan, mulai dari konseptualisasi hingga pelaksanaan hingga penilaian hasil. Inisiatif yang disediakan pemerintah mendapat manfaat dari keterlibatan masyarakat dalam bentuk partisipasi. Tujuan prakarsa pembangunan rumah Desa Fafinesu B, Kecamatan Insana Fafinesu, Kabupaten Timor Tengah Utara adalah untuk mendorong pertumbuhan ekonomi dan paritas sosial melalui penyediaan rumah yang layak dan terjangkau. Oleh karena itu, masalah ini diharapkan dapat diselesaikan dengan bantuan masyarakat. Penyelidikan mengungkapkan bahwa beberapa individu masih tinggal di rumah tidak layak huni atau perumahan lainnya. Tim peneliti di Desa Fafinesu B, Distrik Insana Fafinesu, Kabupaten Timor Tengah Utara melakukan hal itu -- menilai dan mencirikan keterlibatan masyarakat dalam program pembangunan rumah. Ditetapkan bahwa warga Desa Fafinesu B, Distrik Insana Fafinesu, Kabupaten Timor Tengah Utara terlibat aktif dan menemukan nilai dalam program pembangunan rumah.
